Olin O. Oedekoven, Ph.D. - President & CEO

Dr. Olin O. Oedekoven has over 25 years of leadership experience at all organizational levels from first-line leader through strategic leadership. Olin has extensive work experience in both the public and private sectors with a comprehensive background in management, business administration, and organizational leadership.

Olin graduated from South Dakota State University with a B.S. in Wildlife and Fisheries Sciences. He then attended the University of Wyoming where he received a Master's degree in Wildlife Management. Olin continued his formal education with Northcentral University where he received both an MBA and his Doctorate in Business Administration with specializations in Management and Public Administration. Olin completed a post-doctoral program in human resource management.

Olin is a graduate of the Army Command and General Staff College and the U.S. Army War College where he received a Master's Degree in Strategic Studies. His military experience includes senior staff, battalion command, and brigade command assignments. Currently, Brigadier General Oedekoven is the Commander of the Wyoming Army National Guard. The organization includes over 1,700 full-time and part-time Soldiers.

Dr. Oedekoven is also a Professor of public administration and management with Columbia Southern University and an Assistant Professor of management and public administration with Northcentral University. Olin's university affiliations allow him to offer accredited instruction with the Peregrine Leadership Institute at both the undergraduate and graduate levels.


Cliff A. Knesel, Jr. - Vice President

Clifford A. Knesel, Jr. has nearly 30 years of experience at all organizational levels: union representative through first line supervisor; mine manager, to vice president. He has worked extensively within the private sector and possesses a comprehensive background in management and leadership.

Cliff's strengths lie in designing, implementing, managing, and improving the following areas: leadership, training and development, labor relations, organizational development, continuous improvement, and safety. Past employers include Exxon Minerals Company and Peabody Energy's Powder River Coal Company, which is one of the largest and most productive coal operations in the County.

Cliff's background in human resources, safety, and training covers a wide spectrum of disciplines including property acquisitions, succession planning, EEO and affirmative action plan development, labor relations, salary administration, management development, organizational development, handbook design, safety program development, and mine start-up and closure.

Cliff’s most recent assignment was Vice President and Director of Safety, Training, and Employee Relations with Powder River Coal Company.


George F. Haines III, Director of Operations

George Haines has over 30 years of public sector leadership and management experience. Most recently he served as Public Works Director for the City of Gillette.

George has a Master’s degree in Civil Engineering, Construction Management, from Georgia Tech and a Master’s degree in Public Administration, Human Resources Management, from the College of Notre Dame in Belmont, CA. He is also a graduate of the Armed Forces Staff College in Norfolk, VA.

George began his career in public service when he was commissioned as an officer in the United States Navy Civil Engineer Corps. He served over 20 years in operational assignments that took him around the world to such places as Kuwait, Japan, Spain, and Puerto Rico. He retired from the Navy at the rank of Commander.

Prior to moving to Gillette, George worked for San Mateo County, CA, where he received training in mediation and has served as a certified facilitator of the Franklin/Covey Seven Habits of Highly Effective People training program.

George has a passion for employee development and leadership training. He is a member of the American Public Works Association Leadership and Management Committee. He also serves on the Board of Directors of Heritage Christian School in Gillette.


Melissa Noah - Marketing Coordinator

Melissa Noah is a Wyoming Native and a graduate of Campbell County High school. She is a graduate of the University of Idaho with a degree in Environmental Science with the Social Science option. She has recently returned to Gillette after professional experiences in Denver Colorado. Melissa has a diverse collection of employment skills, training abilities, and management experiences.

Most recently, Melissa worked as product specialist for New Horizons Computer Learning Center in Denver Colorado. With New Horizons, Melissa focused on sales development and several key train-the-trainer initiatives that allowed the company to expand into new markets and create new opportunities.

Melissa has also worked in human resource management as an HR assistant in charge of benefits management, payroll, conflict management, employee incentives, new hire orientation and process development.

Her accomplishments include walking the full 65 miles in Avon 3 Day Challenge to raise awareness and money for the battle against breast cancer where she personally raised over $2,200 for this important undertaking.


Jessica M. Johnson – Business Manager

Jessica Johnson has several years of experience in small business operations, financial management, and customer service relations. She also has unique competencies in youth leadership development, business training, and community service boards.

Jessica graduated from the University of Wyoming with a Bachelor of Science in Business Administration. While attending the University, Jessica participated in several organizations and performed assorted leadership positions to include community service positions, university governance, and civic service.

Jessica’s vision with Peregrine Leadership is to develop and implement a youth/teen leadership program that develops young adults into effective leaders for our community. Jessica was a board member for the Boys and Girls Club Steering Committee. She also sat as a board member on the Underage Drinking Task Force and she completed Teen Leadership Training in 1999.

Jessica also contributes to the Institute with a strong background in small business financial management. She worked for WyoTech in Laramie, WY where she assisted students with all their financial necessities, including accounts payable and accounts receivable. While working for WyoTech she completed several hours of customer service training.


Howard A (Art) Dillon, Jr. - Leadership Consultant

Art Dillon has extensive experience in leadership, management, and organizational development. He has worked in both the public and private sectors and has distinguished himself as an experienced educator, motivational speaker, community volunteer, and mentor.

Art’s combat experience in the U.S. Army was as a helicopter pilot with the 101st Airborne Division in Vietnam. He retired from the military in 2006 as a Brigadier General and Commander of the Wyoming Army National Guard. He is a graduate of the U.S. Army War College and has held several key staff and command assignment during his 39 years of active and reserve service.

Art retired as Principal of Traut Core Knowledge School in Fort Collins, Colorado in July, 2006. During Art’s tenure as principal, Traut was designated a National School of Character in 1999, and earned a “John Irwin School of Excellence” rating by the Colorado Department of Education five times from 2000-2006.

Art’s formal education includes a B.Ed. in Secondary Education from Simon Fraser University in Burnaby B.C., Canada; an M.Ed. in Administration from Colorado State University in Fort Collins Colorado; and a Superintendent’s License through the Educational Leadership and Policy Studies program of the University of Northern Colorado in Greeley, Colorado.

Art’s strengths include leadership training, organizational planning & strategy, and curriculum development.
